A North Korean woman who fled her country became the first to be granted permanent U.S. residence under the North Korea Human Rights Act. The U.S. Citizenship and Immigration Services under the U.S. Department of Homeland Security granted the woman,[link widoczny dla zalogowanych], who is in her 30s and identified by the alias Kim Mi-ja,[link widoczny dla zalogowanych], permanent residency on Monday.

There is speculation that many more North Korean defectors who have settled in the U.S. will get permanent residency before U.S. President George W. Bush's term expires.

Fourteen-year-old Michael White was found floating face down in the 2.6 x 2.6 m pool in the Royal Hawaii Sauna in Gyeongsan at 11:20 p.m. on May 10,[link widoczny dla zalogowanych]. White had come to the spa with his mother and two of his mother��s friends at around 9:45 p.m,[link widoczny dla zalogowanych].
The spa called an ambulance and paramedics took him to hospital,[link widoczny dla zalogowanych]. But he died shortly after arriving in hospital 30 minutes later. An autopsy determined the cause of death was drowning.
The case was reported to the police at around 0:50 a.m. on May 11, and the Gyeongsan Police Station started investigating. And this is where the problem starts. Police were unable to find the immediate cause of White��s drowning: they could not understand how the boy,[link widoczny dla zalogowanych], who stood 180 cm tall and weighed 120 kg,[link widoczny dla zalogowanych], could have drowned in a 40-cm deep pool. The autopsy showed no external wounds, but there were no signs of a heart attack either.
How could a healthy teenage boy have drowned in a pool that was only knee-deep? It was his mother, Stephannie White, who first raised the question. The 40-year-old single mother came to Korea four years ago and has taught English at universities here. It was hard for her to come to terms with her son��s devastating death, and she began to publicize it in the expat community by mobile phone text messages and online blogs two days after Michael��s death.
Stephannie blames other guests at the spa, staff, the emergency crew, and the police, arguing there was a chances to save Michael��s life. ��Staff saw Michael floating in the water with his face down around 11 p.m., but didn��t report it to the police until 20 minutes later,[link widoczny dla zalogowanych],�� she says. ��The emergency crew came in an ambulance without proper equipment and failed to carry out proper cardiopulmonary resuscitation. And the police won��t show us the investigation records.��
"How come nobody tried to help Michael when he was coughing and retching when the sauna was crowded with guests?�� she asks. The autopsy showed he suffered damage to his throat, lungs and back of his mouth from extreme coughing and retching.
Stephannie��s message spread quickly on the Internet,[link widoczny dla zalogowanych]. Foreigners living in Korea extended their sympathy and complained about the system. Many took issue with Koreans�� general indifference to others and the ��flawed�� legal system. One British expatriate said Michael��s case was as taken as seriously in the expat community as the death of two Korean middle school girls who were run over by the U.S,[link widoczny dla zalogowanych]. military vehicle in 2002,[link widoczny dla zalogowanych].
However,[link widoczny dla zalogowanych], staff at the spa and the emergency crew are saying the criticisms are unfair. According to the police investigation, it is true that a spa employee saw Michael floating in the cold pool before he reported it to the police. But he said he did not think it was worth reporting because it seemed Michael was ��playing in the pool.�� But he said he immediately reported the matter when he found Michael still in the same position after he came back after taking care of other matters.

A history textbook co-authored by Korean and Japanese historians will make its debut next month in both countries. The book is the result of 10 years of work, with 30 history professors and teachers from both countries meeting twice a year to hold debates aiming to narrow differences in the way they perceive history.
The book,[link widoczny dla zalogowanych], entitled ��The History of Korea-Japan Exchanges-From the Prehistoric to Modern Times,[link widoczny dla zalogowanych],�� tried to take an objective look at bilateral relations,[link widoczny dla zalogowanych], many areas of which were subject to different interpretations. For example,[link widoczny dla zalogowanych], the Japanese view that ancient Japanese people ruled the southern part of the Korean peninsula is not included in this text. But there is an acknowledgement that Japanese people were active in many ways in the Korean peninsula. There is an acknowledgement that Japan��s colonial occupation of Korea was exploitation,[link widoczny dla zalogowanych], while there is also mention of the hardships experienced by Japanese living in Korea after World War II. The fact that the book was published two years later than scheduled attests to the wide range of differing views that existed. But the text is the fruit of the tenacity and dialogue between scholars of both countries that overcame emotions. There are areas that were left unresolved,[link widoczny dla zalogowanych], such as the legality of Japan��s annexation of Korea,[link widoczny dla zalogowanych], but both sides were able to accept many other areas after scholarly debates.
This joint effort is also offering a solution to the historical debates flaring up in Northeast Asia. The effectiveness of jointly-produced history texts in reaching a historical reconciliation has already been proven in Europe. Germany and Poland held 26 rounds of talks over history texts and were able to soothe a lot of raw nerves. Germany and France held similar talks and published a joint history text last year. In 1991,[link widoczny dla zalogowanych], representative historians from the 12 member nations of the European Union got together and published a joint history textbook. This joint effort played a large role in constructing one of the world��s first regional communities in a part of the world where bloody conflicts and revenge continued for hundreds of years.

But this is going to be tough in Northeast Asia,[link widoczny dla zalogowanych], where nationalist sentiment still runs high and governments are very sensitive to public sentiment. A North Korean spyware e-mail was reportedly transmitted to the computer of a colonel at a field army command via China in early August. The e-mail contained a typical program designed automatically to steal stored files if the recipient opens it. It has not been confirmed whether military secrets were leaked as a result of the hacking attempt,[link widoczny dla zalogowanych], but their scale could be devastating given that the recipient is in charge of the South Korean military's central nervous system -- Command,[link widoczny dla zalogowanych], Control,[link widoczny dla zalogowanych], Communication,[link widoczny dla zalogowanych], Computer & Information (C4I).

North Korea trains hackers,[link widoczny dla zalogowanych]. It established an electronic warfare bureau at the North Korean Army's General Staff in accordance with leader Kim Jong-il's instruction in the mid-1980s to prepare for the new battleground.
An automation college teaching computer engineering was founded in Pyongyang in 1986,[link widoczny dla zalogowanych], and its top graduates are mobilized by the People's Army and the Workers' Party to search the Internet and attack sites,[link widoczny dla zalogowanych], North Korean refugees testify.
The Defense Ministry believes that the skills of 500 to 600 North Korean hackers are on a par with those of CIA experts. In 1999,[link widoczny dla zalogowanych], the department said it traced frequent cyber visitors and found that North Korea topped the list.
The more the military command system of a country becomes computerized,[link widoczny dla zalogowanych], the more it looks as though the determining factor in battle will be the ability to hack into and paralyze the enemy's command system first. The Italian government gave final approval for sending troops to Lebanon as part of a U.N. peacekeeping mission. The first contingent is expected to set sail tomorrow from southern Italy,[link widoczny dla zalogowanych].
As was widely expected, an extraordinary Italian Cabinet meeting unanimously approved the deployment of Italian troops in South Lebanon. Italy has pledged the largest number of troops to the mission. Foreign Minister Massimo d'Alema said Italy's commitment is significant. He also said the U,[link widoczny dla zalogowanych].N. mission was an opportunity for the international community to work toward peace in the region,[link widoczny dla zalogowanych].
Italian Foreign Minister D'Alema said the the government also approved more than $30 million for a major aid package for civilian, humanitarian and reconstruction efforts in Lebanon. He said the funding will make Italy one of the major donors in the area.
Defense Minister Arturo Parisi said that Italian troops will be deployed in two phases. Smart phones - combined personal digital assistants and mobile phones - were once touted as the next best thing in communication but proved something of a damp squib because they were unwieldy and unstable.
But now smart phone manufacturers such as Samsung Electronics, LG Electronics,[link widoczny dla zalogowanych], Cyberbank and Hanvit I-T are back with lighter and more powerful models they hope will make the gadgets the center of attention once more.
Hanvit I-T��s new HVKH1000,[link widoczny dla zalogowanych], set to come out in June, is no bigger and heavier than an ordinary mobile phone and will unlike its predecessors comfortably fit into a pocket.
The model features a 2.4-inch LCD screen, and has the volume (97��52��26mm) and weight (150g) of a cell phone. Yang Do-seung,[link widoczny dla zalogowanych], President and CEO of Hanvit I-T said the gadget is ��smaller than Samsung��s latest handsets.��
Besides telephoning, it also has all the features of a high tech PDA. It is powered by Samsung��s 400MHZ mobile CPU S3C2440 and a Korean version of Microsoft��s Pocket PC Windows CE.NET 4.2,[link widoczny dla zalogowanych], and is equipped with 512 MB of memory which users can expand up to 2 GB with an SD card. Wireless LAN and a 2 megapixel camera are also built in. The expected price is between W500,[link widoczny dla zalogowanych],000 (US$500) and W600,000.
Cyberbank is planning to supply its POZ X501 to KT for a ��Netspot Swing�� service which lets customers use wireless LAN. The POZ X501 is light and can easily be controlled with one hand. Cyberbank��s product is similar in specifications and price as Hanvit��s. That means smart phones,[link widoczny dla zalogowanych], which were about W100,000 more expensive than top brand mobile phones,[link widoczny dla zalogowanych], now cost W200,000 less.

Meanwhile, Cyberbank will hit the market with a new satellite DMB model -- the B-300 -- this July which allows users to watch DMB, also known as ��take-out TV��. It has a 2.5 inch screen,[link widoczny dla zalogowanych], and with one battery charge can provide two hours of television and over four hours of phone calls. It is equipped with a 512 MB memory and 1.3 megapixel camera and will be sold through SK Telecom at around W700,000.
Samsung Electronics will launch its new smart phone M-430, also through SK Telecom,[link widoczny dla zalogowanych], in June. The 58��115��24.5mm,[link widoczny dla zalogowanych], 171g light product has a 2.8 inch LCD screen,[link widoczny dla zalogowanych], 1.3 megapixel camera and Microsoft Office. The debate over the stem cell research became more intense since last week when a group of Korean scientists led by professor Hwang Woo-suk made another breakthrough,[link widoczny dla zalogowanych]. The ethical debate centers on using human egg cells to extract stem cells for research,[link widoczny dla zalogowanych]. But efforts are being made to create artificial alternatives to mitigate the controversy,[link widoczny dla zalogowanych].
Despite the enormous potential of Professor Hwang Woo-suk's latest breakthrough on human embryonic stem cells,[link widoczny dla zalogowanych], the ethical debate has been around for quite awhile. The main argument against stem cell research is that it involves the destruction of human embryos.
To overcome ethical issues,[link widoczny dla zalogowanych], Professor Hwang came up with an idea to develop artificial egg cells. In principle,[link widoczny dla zalogowanych], it could lead to the production of tailor-made cells to treat incurable diseases and new treatments for infertility. "Through specialized research like reverse-generation,[link widoczny dla zalogowanych], we aim to develop artificial egg cells similar to that of human egg cells."
Religious leaders who oppose embryonic stem cell research say that it may lead to euthanasia,[link widoczny dla zalogowanych], attacks on innocent life and direct federal funding for abortion. Though abortion could be used as an argument that embryos are not human lives,[link widoczny dla zalogowanych], aborted fetuses are also a source of stem cells. That,[link widoczny dla zalogowanych], of course,[link widoczny dla zalogowanych], emphasizes that these are human lives.
But if Dr. Hwang's alternative egg cells can be developed,[link widoczny dla zalogowanych], analysts believe the artificial egg cells could relieve the raging debate over human embryonic stem cell research.

Out of nine CEOs and six auditors appointed to state-run financial companies since the launch of the Lee Myung-bak administration, 11 are said to hail from Gyeongsang provinces. Seven out of the nine CEOs appointed by Lee are from Gyeongsang provinces. They are Korea Credit Guarantee Fund CEO Ahn Taek-soo, Woori Financial Group CEO Lee Pal-seung,[link widoczny dla zalogowanych], Woori Bank president Lee Jong-hui, Korea Housing Finance Corporation president Lim Joo-jae, Korea Investment Corporation CEO Chin Young-wook,[link widoczny dla zalogowanych], KOSCOM CEO Jung Yeon-tae who stepped down for "personal reasons," and Korea Securities Depository president-nominee Lee Soo-hwa.
At the Financial Supervisory Service and Korea Exchange, eight out of 13 newly-appointed executives are from Gyeongsang provinces,[link widoczny dla zalogowanych], including FSS Governor Kim Jong-chang and Assistant Governor Lee Jang-yung. The 19 officials appointed to state-run financial companies, the FSS and Korea Exchange are said to be linked to influential officials in the ruling party,[link widoczny dla zalogowanych], either by coming from the same town or alumni ties. In other words, it is no coincidence that the appointees to head state-run financial companies are similar in that regard.
The top positions at state-run agencies under the Ministry of Land,[link widoczny dla zalogowanych], Transport and Maritime Affairs, including the Korea National Housing Corporation, Korea Land Corporation,[link widoczny dla zalogowanych], KORAIL and Korea Research Institute for Human Settlements have gone to officials who either come from Gyeongsang provinces or worked at the Seoul city government when President Lee was mayor. The top positions at state-owned news organizations,[link widoczny dla zalogowanych], including YTN,[link widoczny dla zalogowanych], SkyLife,[link widoczny dla zalogowanych], Arirang TV and KOBACO went to those who served as special aides for media relations at Lee's election office. There also seems to be a drive to find work for former Grand National Party lawmakers,[link widoczny dla zalogowanych], including Ahn Taek-soo, who failed to win the ruling party’s nomination to run for another term or were defeated in the last general election. We are hearing rumors that these ex-lawmakers would be appointed to head the National Health Insurance Corporation, Korea Racing Association and the Korea Mint and Security Printing Corporation.
This administration already has a bad track record when it comes to Cabinet appointments. Lee has lost the support of the public for appointing key Cabinet officials based on alumni,[link widoczny dla zalogowanych], church or hometown connections and for selecting candidates only from the upper tier of Korean society in terms of wealth. Rising consumer prices due to a weak won policy and a mad cow scare the public blames on the government have led to the Lee administration's approval rating tumbling to below 20 percent. The government could become paralyzed.
Yet the Lee administration continues to make the same mistakes. If it thought the public would not notice the latest appointments,[link widoczny dla zalogowanych], it is pathetic. And if it knew the latest appointments would cause problems but went ahead with them anyway, it is crazy. Governments in countries all over the world appoint to key posts officials who have done a lot for the new leader or share the same vision. But is this the time for the Lee administration to be seen to be dividing the spoils of victory? The government is showing a greedy side at a time when it needs to be extra cautious and to exercise self-restraint to win back the hearts and minds of the public.
The public needs to know whether the latest appointments were based on the instructions of the president, or came from the orders of a powerful politician, or were the result of scheming by high-ranking officials in charge of government appointments. At this rate, the public will completely lose faith in the Lee administration.
